There is considerable potential for instability, but one also finds regional growth opportunities. Comparative policy analysis and evaluation of various cooperation strategies are presented. Emphasis is on banking, financial market dynamics, ICT, and macroeconomic policies as well as trade, energy, and environmental issues.
